You won't be able to visit the city until you deal with several threats to your Kingdom first. You will be blocked by Book Event (Pitax Gates).
From the Main Square, you can access the Pitax Royal Palace through the northeastern area exit.
Lonely Mansion is accessible only with Octavia in party and during Highborn at Heart.
